Uma crise inédita do capitalismo, tanto em suas características quanto em sua gravidade: análise e perspectivas

"Os grandes Estados capitalistas (dentre os quais a China e o Brasil encontram-se bem colocados) e as grandes instituições financeiras internacionais sempre estiveram alguns vagões atrasados no desenrolar da crise. "

"Estamos indo rumo a uma brutal alta da tributação sobre as pessoas físicas, sobre os "simples cidadãos", agravando ainda mais uma das causas principais da crise. "

"Num plano estritamente econômico, o capitalismo é um modo de produção muito adaptativo e flexível: ele pode se reerguer, mesmo em detrimento de danos humanos consideráveis e de um forte recuo da democracia. Como a crise é inédita, parece-me impossível, quando não inútil, especular sobre a forma que ela tomaria."

"O "social" é a última roda da carroça. A crise social é e será tanto mais difícil, pois nada foi feito para amortecê-la. O caso da França é emblemático: absolutamente todas as medidas estudadas e já amplamente iniciadas, no programa do candidato Sarkozy, estão totalmente caducas, pois se assentavam sobre a hipótese de um crescimento forte e sustentável. O princípio "trabalhar mais para ganhar mais" não tem mais nenhum sentido, e, além disso, o governo evita tocar no assunto, pois sua única consequência só pode ser: mais desempregados e um aumento do déficit do Estado. Isso vale para todas as medidas de Sarkozy. Consequência: ele navega ao sabor dos ventos e cuida da aparência para não necessitar falar da essência. "

Island row a failure in diplomacy

MIGINGO ISLAND HAS BEEN on the spotlight for more than a month now. The majority of Kenyans has expressed anger and frustration due to lack of clear information as to what is going on between the two sovereign states.

Matters have been made worse by comments made by government officials of the two countries. ‘‘Mijinjo is ours but we have given it to Uganda to take care of it until the issue of ownership is resolved”.

“Migingo is a non-issue at this time because we are in the process of dismantling our boundaries.”

Such statements are not only confusing but also fail to give clear information on the progress made in negotiations. This leaves room for speculation and rumour-mongering among Kenyans.

The rumours that the government sold the island to the Ugandan Government is a result of limited information from the government on the progress being made on the diplomatic front.

Psychologists will tell you that “a rumour is defined as ambiguity times importance.” This definition implies that there is an important issue which has been rendered ambiguous.

“Diplomacy is the conduct of relations between sovereign states through the medium of officials, use of tact in dealing with people or the art of lying for one’s own country.”

There are as many definitions of diplomacy as there are diplomats. But one thing is clear in diplomacy: It is our ability to think about the perception another person has of us.

Traditional diplomacy, predicated on the conduct of formal relations, will no longer stand the test of the time. Boardroom diplomacy with government officials is no longer sufficient to address the 21st century challenges of international issues affecting them.

THE WAY FORWARD FOR MIGINGO is to make use of new diplomacy which is civic, interactive and public. It implies a rethinking of representation and the mastery of a much wider range of strategies, tactics and tools.

Our success will depend on how we manage information and knowledge, both at local and international levels. This is what former President Moi alluded to when he said that the public should be informed about the progress made in negotiations over Migingo.

Government officials must learn and understand that diplomacy is no longer a preserve of the government if they are to achieve substantial progress in their diplomatic engagement.

They must be sober and inclusive to avoid negative public reactions such as what happened in Kibera where youths uprooted the railway line, paralysing transportation between the two states.

More often, Ministry of Foreign Affairs officials have over-reacted when constructive criticism has been levelled against their ministry due to lack of an enlightened foreign policy.

This only signifies a negative attitude towards change and a preference for using old tools of diplomacy, which will not lead us anywhere in the 21st century.

Le GATT et le Conseil du commerce des marchandises

L'Accord général sur les tarifs douaniers et le commerce (GATT) régit le commerce international des marchandises. C'est le Conseil du commerce des marchandises, composé de représentants de tous les pays Membres de l'OMC, qui veille au fonctionnement du GATT. Le Président est actuellement S.E. Mme Karen TAN (Singapour).

Le Conseil du commerce des marchandises chapeaute diz comités qui s'occupent chacun d'un sujet précis (agriculture, accès aux marchés, subventions, mesures antidumping, etc.). Ces comités sont eux aussi composés de représentants de tous les pays membres.

Le Conseil du commerce des marchandises coiffe également le Groupe de travail des entreprises commerciales d'État et le Comité de l'Accord sur les technologies de l'information (ATI).

Le Conseil du commerce des marchandises proroge une dérogation pour les pays les plus pauvres

Le Conseil du commerce des marchandises a approuvé, le 12 mai 2009, une prorogation pour une période de dix ans d’une dérogation de l’OMC autorisant les pays en développement à accorder un traitement tarifaire préférentiel aux produits des pays les moins avancés (PMA) sans être tenus d’accorder le même traitement tarifaire aux autres Membres de l’OMC. La décision va maintenant être soumise au Conseil général pour adoption.

Brazil, China, India and Korea proposed the extension of the waiver, which was set to expire on 30 June 2009.

India, speaking on behalf of the sponsors of the proposal, said that “over the last few years developing countries have been finding means within their own developmental imperatives to meet the requirements of the LDCs and grant them meaningful concessions...given the right environment and enabling provisions the developing countries can be encouraged to enhance their efforts.”

Tanzania said the LDC Group had been “very much inspired by the goodwill shown by the membership in approving the extension.”

The Council also approved one-year extensions, respectively, to waivers granted to Argentina and Panama in connection with the introduction of Harmonized System 1996 changes into WTO schedules of tariff concessions. These draft decisions have also been forwarded to the General Council.

On a related matter, the Council approved a decision on procedures leading to the verification and certification of Harmonized System 1996 changes the WTO Secretariat had undertaken to tariff schedules of 64 developing-country members. This decision also goes to the General Council for adoption.

The Council noted the recent notification of two free-trade agreements: between Costa Rica and Panama, and between China and New Zealand.

Turkey presented an updated version of its compilation of recent research of main trends after the phase-out of quantitative restrictions in the textiles sector. The paper proposed that the WTO take a coordinating role in overcoming economic difficulties encountered by developing countries in the post-quota period. Turkey suggested a detailed discussion of the paper at the next meeting.

Jordan, El Salvador, the Dominican Republic, Mauritius and Morocco expressed support for Turkey's paper. Korea said that any trade-related matter can be discussed by the Council.

China, Pakistan, India, Korea and Hong Kong, China expressed concern that the paper might be aimed at reversing trade liberalization, and stressed that it would never enjoy consensus in the Council.

The chair, Amb. Elin Østebø Johansen (Norway), said that it was clear members were far from an agreement on this issue, with some wanting it to remain on the agenda and some others wanting to take it off the agenda. She urged interested delegations to meet among themselves to find a way forward. The Council agreed to revert to this item at the next meeting (29 June 2009), but that if the discussions remained inconclusive, this agenda item would be suspended.

Mercosul and South America in Brazil’s Strategic Vision

Historical Review and Future Perspectives

and in South America, as seen from a strategic perspective, together with the main issues in
the agenda of the Brazilian diplomacy. This essay synthesizes the historical development of
Mercosul, along its various phases, discussing current limitations to its completion as a customs union. Brazil has to build a network of strong economic and political ties within the region, without loosing the achievements it already established in the framework of Mercosul.

Why this indulgence for a convicted killer?

WITH its extensive opportunities for committing fresh indiscretions and its giant statue of Christ extending limitless redemption, Rio de Janeiro is an attractive place in which to live as a fugitive from justice. Claude Rains elegantly hid out there in one of Alfred Hitchcock’s best films. Ronald Biggs, having robbed a mail train in 1963, swapped a British prison for Copacabana beach—and was more envied than vilified as a result. Now Cesare Battisti, an Italian thriller-writer who was once a member of a group called Armed Proletarians for Communism, has joined the list after Brazil granted him refugee status.

Before he came to Rio, Mr Battisti enjoyed a comfortable exile in France. Italy and France have long argued, in the way only neighbours can, about the number of once-violent Italian activists who have settled in Paris. Last year the French government refused to extradite Marina Petrella, a former Red Brigades terrorist (Carla Bruni, the president’s wife, went to Mrs Petrella’s hospital bed to give her the good news). Italy’s government had hoped Brazil would be more helpful. But its protests have been met with a snort from President Luiz Inácio Lula da Silva, of the sort reserved for occasions when he thinks a more developed country is telling Brazil what to do.

Mr Battisti was convicted in absentia of killing two policemen in Italy in the late 1970s. He was also found guilty of taking part in the murder of a butcher, and of helping to plan that of a jeweller (shot in front of his 14-year-old son). Mr Battisti denies these charges, but there is little doubt in Italy that his trial was fair.

Brazil’s reasons for protecting Mr Battisti are unconvincing. The justice minister, Tarso Genro, referred to his country’s tradition of harbouring political exiles, ranging from Alfredo Stroessner, a particularly nasty ex-dictator (of Paraguay), to Olivério Medina, an ex-guerrilla (in Colombia). Now that democracy is the norm in the Americas, that tradition is anachronistic. Mr Genro also seems to think that Mr Battisti was convicted of political crimes, rather than plain murder.

Two sentiments underlie Mr Genro’s reticence. One is Brazil’s reluctance to examine its own past. Whenever the question of an inquiry into the military government of 1964-85 arises, it is quickly squashed (unlike similar demands in Argentina or Chile). The second sentiment, that of solidarity, is to be found among some members of Lula’s party who were far-left militants in the 1970s. In Italy, which lost a former prime minister to the Red Brigades and had a government adviser murdered as recently as 2002 by its imitators, attitudes are much less indulgent.

AUMENTA LA TENSIÓN EN EL SENO DE LA UNIÓN EUROPEA

Financial Times: "España podría convertirse en un problema para el euro"Tras la recomendación de un destacado economista acerca de la posible salida del euro por parte de Irlanda, se suma ahora la preocupación sobre la pertenencia de España a la Unión Monetaria. La edición alemana del Financial Times advierte que España podría convertirse en un "problema para el euro".


(Libertad Digital) La tensión política y económica en el seno de la Unión Monetaria sigue in crescendo. La degradación crediticia de la deuda pública española aplicada por la agencia Standard & Poor´s ha situado a España en el centro del huracán acerca de la futura configuración de la zona euro, con el fin de evitar la depreciación de la moneda única.

La rebaja de rating a España y Grecia, junto con los graves problemas financieros que padece Irlanda, ha acentuado los diferenciales de tipos de interés entre los bonos de los distintos países miembros. Así, el diferencial entre la deuda de España y Alemania aumentó el lunes a un máximo de 122 puntos en los bonos a 10 años.

Asimismo, la rebaja de la calidad de la deuda de Grecia y España está acentuando la debilidad de la moneda única con respecto a otras divisas, sobre todo, el dólar. Este proceso se está convirtiendo en un tema de preocupación creciente en el seno de la Unión ante la emisión masiva de deuda pública que están aplicando todos los Estados miembros con el fin de rescatar a sus respectivas economías.

Así, el prestigioso diario económico Financial Times, en su edición germana, advierte de que "muchos economistas están preocupados porque los Estados de la zona euro puedan encontrar dificultades" a la hora de emitir obligaciones de deuda pública.

En este sentido, "la mayoría de los expertos excluyen todavía la posibilidad de bancarrota de Estados de la zona euro". Sin embargo, tal y como afirma Dorothea Huttanus, jefa del área de análisis del DZ Bank, "hace apenas un año nadie habría predicho tampoco que un gran banco de inversión como Lehman Brothers colapsaría".

El problema es que, "si un Estado quebrase", es decir, si suspendiera pagos, podría provocar un "efecto dominó" en el resto de la zona euro, según afirma el analista Ralf Preusser del Deutsche Bank.

El posible abandono de la zona euro por parte de algún país miembro es uno de los temas de mayor actualidad en los mercados, indica Aurelio Maccario, economista jefe de Unicredit para la zona euro. No obstante, el mercado estima en la actualidad que existe un 30% de posibilidades de que algún país abandone la Unión Monetaria en 2009. Pese a todo, semejante escenario resulta aún "muy improbable", ya que los costes de abandonar la moneda única serían muy elevados para el país afectado.

Aunque la Unión Europea, ayudada por el Fondo Monetario Internacional (FMI), agotaría todas sus balas económicas antes de permitir la quiebra o suspensión de pagos de un país, como lo demuestra el rescate de Letonia. El país recibirá otros 3.100 millones de euros mediante un préstamo, por lo que la cuantía total que recibirán las arcas letonas hasta 2011 alcanzará los 7.500 millones de euros.

MIDEAST: U.N. Diplomats Frustrated at Gaza Impasse

UNITED NATIONS, Jan 5 (IPS) - Disappointed with the Security Council's inaction regarding the worsening situation in Gaza, diplomats from numerous nations of the global South are close to taking the case of Israeli aggression to the U.N. General Assembly.
"It seems like they will wait for another day or two about what happens at the Security Council. If the Council does not take any action, they will be going to the General Assembly soon," a diplomatic source told IPS on condition of anonymity.

U.N. and Gaza health officials have reported more than 550 Palestinian dead and around 2,500 wounded since the offensive began on Dec. 27.

Countries like Malaysia, Indonesia, Iran and Venezuela are in favour of asking the 192-member General Assembly to adopt a resolution deploring Israeli killing of civilians and calling for an immediate ceasefire, the source said.

However, the source added that some Arab countries and others are expressing reservations about such a move.

Unlike the Security Council, the U.N. General Assembly does not have the power to implement its resolutions by force. But its verdict on international issues of war and peace is considered as important because it is based on majority vote on an equal basis.

In a statement Monday, the Non-Aligned Movement (NAM), which enjoys a solid majority in the General Assembly, said it was deeply disappointed at the "inability of the Security Council to uphold its responsibilities in maintaining international peace and security."

The 118-member group of developing nations called for Israel to end the "collective punishment" of the Palestinians, and abide by all its obligations as the occupying power under international law and relevant U.N. resolutions and that it does so "unconditionally".

That demand is not acceptable to Israel's closest ally, the United States, which enjoys veto power in the 15-member Security Council. On Saturday, the U.S. blocked a Council presidential statement calling for an immediate ceasefire by both sides.

"We want this thing to end," argued the U.S. ambassador to the U.N., Zalmay Khalilzad, before informal Security Council consultations started Monday evening. "But [first] practical engagements that are workable and durable have to be made."

When pressed by a journalist to explain what he really meant by the term "practical arrangements", the U.S. envoy responded with an air of vagueness: "Ceasefire that deals with both the rockets and [the Israeli military action]."

"We want an arrangement that can endure," he said, adding that his country was against an unconditional ceasefire because it feared that Hamas would use it to rearm itself as Hezbollah did in Lebanon in 2006.

Conversations with a number of diplomatic observers suggest the U.S. is not going to change its stance before the new administration takes charge in Washington, and that until then, the Israelis would continue their military operation Gaza.

Describing the situation as "alarming", the U.N. chief for humanitarian operations, John Holmes, said Monday that civilian casualties were steadily rising as Israeli ground operations have now intensified with ongoing aerial bombing.

"We look urgently for a ceasefire," he told reporters. "We don't know the exact number of casualties. The reports say they are over 500. The casualties are rising. Hospitals are struggling with growing casualties. Power is lacking."

The U.N. relief agency UNRWA's John Ging called the situation in Gaza "a shocking state of affairs". In a teleconference, Ging, who entered Gaza Monday, said: "The streets are empty. It's really horrible. People are terrorised and terrified. There is nowhere to flee."

Holmes said he had repeatedly called for ceasefire on humanitarian grounds but "I don't see any response to my appeal." The U.N. official said the aid crisis in Gaza was worsening day by day.

Facing the possibility of a humanitarian disaster in Gaza, General Assembly President Miguel d'Escoto Brockmann has repeatedly called for a ceasefire while terming the deadly Israeli attacks a "monstrosity".

On Monday, his spokesperson, Enrique Yeves, strongly criticised the Council for its failure to adopt a statement. "This organisation was established to establish peace," he said, adding that contrary to the hopes of many, it failed to stop "the massacre in Gaza".

"Why the Council is not making decisions? Why the people are dying every day?" he asked at a briefing.

On Monday, Amr Moussa, the secretary general of the 22-member Arab League, called the Israeli actions in Gaza "naked aggression" and demanded an immediate halt to military operations in the occupied territory.

"We want the Council to act decisively and swiftly," he told reporters before attending a meeting with U.N. Secretary-General Ban Ki-moon and several Arab foreign ministers at U.N. headquarters.

For his part, Ban expressed cautious optimism about the outcome of the meeting.

"We have agreed to work very closely so that the Security Council can take decisive and swift and credible action for a binding resolution," he said. "We will continue to work closely in the coming days with the Council and other key leaders in the region."

Ban said he was going to Washington Tuesday to discuss the current phase of the Middle East crisis with President George W. Bush, whose term expires in two weeks. When asked what he was going to tell Bush, Ban said: "I am going to stress that this situation should come to an end and [that] the civilian population should be fully protected."

While Ban flies to Washington Tuesday, Palestinian Authority President Mahmoud Abbas is due to arrive at U.N. headquarters in New York.

Experts on conflict resolution and human rights law say it is a must that the Security Council takes a firm and immediate action to stop the killing of civilians in Gaza. In this context, they are recommending a number of practical measures.

"The Council can start by a strong resolution condemning attacks by civilians on both Israel and [the Palestinian militant group] Hamas, demanding that such acts cease immediately," said the London-based Amnesty International's Malcolm Smart.

In a statement, Amnesty said it wants the Council to urge Israel to lift restrictions on the passage of humanitarian aid to Gaza and allow aid workers and journalists to have unhindered access to the occupied territories under attack.

Experts at the International Crisis Group (ICG) have also suggested similar measures and more.

"Third parties viewed as credible and trustworthy by both parties must push to end this before the toll escalates or before Israel's land incursions turn into a venture of uncertain scope, undetermined consequences and all too familiar human cost," said ICG's Robert Belcher.

In Belcher's view, Israel might win militarily and even topple Hamas, "but with clear exit and day-after scenario, a discredited Palestinian Authority and debilitated peace process, it might not be a political win."

"There are signs important actors -- European in particular, the U.S. far less so -- have learned from the experience of the 2006 Israel-Lebanon war that time is of the essence," he said. "It's not clear whether this bitter lesson will translate into quicker action."

"But," according to the ICG analyst, "devising a ceasefire acceptable to both sides is not beyond reach."

At the moment, no one really knows if such suggestions are going to work or not.
