Analysis, both historical and prospective, about the integration process in Mercosul
and in South America, as seen from a strategic perspective, together with the main issues in
the agenda of the Brazilian diplomacy. This essay synthesizes the historical development of
Mercosul, along its various phases, discussing current limitations to its completion as a customs union. Brazil has to build a network of strong economic and political ties within the region, without loosing the achievements it already established in the framework of Mercosul.
