Island row a failure in diplomacy

MIGINGO ISLAND HAS BEEN on the spotlight for more than a month now. The majority of Kenyans has expressed anger and frustration due to lack of clear information as to what is going on between the two sovereign states.

Matters have been made worse by comments made by government officials of the two countries. ‘‘Mijinjo is ours but we have given it to Uganda to take care of it until the issue of ownership is resolved”.

“Migingo is a non-issue at this time because we are in the process of dismantling our boundaries.”

Such statements are not only confusing but also fail to give clear information on the progress made in negotiations. This leaves room for speculation and rumour-mongering among Kenyans.

The rumours that the government sold the island to the Ugandan Government is a result of limited information from the government on the progress being made on the diplomatic front.

Psychologists will tell you that “a rumour is defined as ambiguity times importance.” This definition implies that there is an important issue which has been rendered ambiguous.

“Diplomacy is the conduct of relations between sovereign states through the medium of officials, use of tact in dealing with people or the art of lying for one’s own country.”

There are as many definitions of diplomacy as there are diplomats. But one thing is clear in diplomacy: It is our ability to think about the perception another person has of us.

Traditional diplomacy, predicated on the conduct of formal relations, will no longer stand the test of the time. Boardroom diplomacy with government officials is no longer sufficient to address the 21st century challenges of international issues affecting them.

THE WAY FORWARD FOR MIGINGO is to make use of new diplomacy which is civic, interactive and public. It implies a rethinking of representation and the mastery of a much wider range of strategies, tactics and tools.

Our success will depend on how we manage information and knowledge, both at local and international levels. This is what former President Moi alluded to when he said that the public should be informed about the progress made in negotiations over Migingo.

Government officials must learn and understand that diplomacy is no longer a preserve of the government if they are to achieve substantial progress in their diplomatic engagement.

They must be sober and inclusive to avoid negative public reactions such as what happened in Kibera where youths uprooted the railway line, paralysing transportation between the two states.

More often, Ministry of Foreign Affairs officials have over-reacted when constructive criticism has been levelled against their ministry due to lack of an enlightened foreign policy.

This only signifies a negative attitude towards change and a preference for using old tools of diplomacy, which will not lead us anywhere in the 21st century.

Le GATT et le Conseil du commerce des marchandises

L'Accord général sur les tarifs douaniers et le commerce (GATT) régit le commerce international des marchandises. C'est le Conseil du commerce des marchandises, composé de représentants de tous les pays Membres de l'OMC, qui veille au fonctionnement du GATT. Le Président est actuellement S.E. Mme Karen TAN (Singapour).

Le Conseil du commerce des marchandises chapeaute diz comités qui s'occupent chacun d'un sujet précis (agriculture, accès aux marchés, subventions, mesures antidumping, etc.). Ces comités sont eux aussi composés de représentants de tous les pays membres.

Le Conseil du commerce des marchandises coiffe également le Groupe de travail des entreprises commerciales d'État et le Comité de l'Accord sur les technologies de l'information (ATI).

Le Conseil du commerce des marchandises proroge une dérogation pour les pays les plus pauvres

Le Conseil du commerce des marchandises a approuvé, le 12 mai 2009, une prorogation pour une période de dix ans d’une dérogation de l’OMC autorisant les pays en développement à accorder un traitement tarifaire préférentiel aux produits des pays les moins avancés (PMA) sans être tenus d’accorder le même traitement tarifaire aux autres Membres de l’OMC. La décision va maintenant être soumise au Conseil général pour adoption.

Brazil, China, India and Korea proposed the extension of the waiver, which was set to expire on 30 June 2009.

India, speaking on behalf of the sponsors of the proposal, said that “over the last few years developing countries have been finding means within their own developmental imperatives to meet the requirements of the LDCs and grant them meaningful concessions...given the right environment and enabling provisions the developing countries can be encouraged to enhance their efforts.”

Tanzania said the LDC Group had been “very much inspired by the goodwill shown by the membership in approving the extension.”

The Council also approved one-year extensions, respectively, to waivers granted to Argentina and Panama in connection with the introduction of Harmonized System 1996 changes into WTO schedules of tariff concessions. These draft decisions have also been forwarded to the General Council.

On a related matter, the Council approved a decision on procedures leading to the verification and certification of Harmonized System 1996 changes the WTO Secretariat had undertaken to tariff schedules of 64 developing-country members. This decision also goes to the General Council for adoption.

The Council noted the recent notification of two free-trade agreements: between Costa Rica and Panama, and between China and New Zealand.

Turkey presented an updated version of its compilation of recent research of main trends after the phase-out of quantitative restrictions in the textiles sector. The paper proposed that the WTO take a coordinating role in overcoming economic difficulties encountered by developing countries in the post-quota period. Turkey suggested a detailed discussion of the paper at the next meeting.

Jordan, El Salvador, the Dominican Republic, Mauritius and Morocco expressed support for Turkey's paper. Korea said that any trade-related matter can be discussed by the Council.

China, Pakistan, India, Korea and Hong Kong, China expressed concern that the paper might be aimed at reversing trade liberalization, and stressed that it would never enjoy consensus in the Council.

The chair, Amb. Elin Østebø Johansen (Norway), said that it was clear members were far from an agreement on this issue, with some wanting it to remain on the agenda and some others wanting to take it off the agenda. She urged interested delegations to meet among themselves to find a way forward. The Council agreed to revert to this item at the next meeting (29 June 2009), but that if the discussions remained inconclusive, this agenda item would be suspended.

[Natividade] Não atinou... Nem sempre as mães atinam. Não atinou que a frase do discurso não era propriamente do filho; não era de ninguém. Alguém a proferiu um dia, em discurso ou conversa, em gazeta ou em viagem de terra ou de mar. Outrem a repetiu, até que muita gente a fez sua. Era nova, era enérgica, era expressiva, ficou sendo patrimônio comum.

Há frases assim felizes. Nascem modestamente, como a gente pobre; quando menos pensam, estão governando o mundo, à semelhança das idéias. As próprias idéias nem sempre conservam o nome do pai; muitas aparecem órfãs, nascidas de nada e de ninguém. Cada um pega delas, verte-as como pode, e vai levá-las à feira, onde todos as têm por suas.

As ideias são "patrimônio comum"? Disserte sobre as implicações políticas desta questão, tendo como ponto de partida a leitura dos dois parágrafos finais do capítulo XXXVII da obra Esaú e Jacó, de Machado de Assis, acima reproduzidos.

Comente o primeiro parágrafo do trecho a seguir, da obra Raízes do Brasil, à luz dos conceitos apresentados no parágrafo seguinte, podendo seu comentário ser ilustrado com uma referência histórica.


"No Brasil, onde imperou, desde tempos remotos, o tipo primitivo da família patriarcal, o desenvolvimento da urbanização – que não resulta unicamente do crescimento das cidades, mas também do crescimento dos meios de comunicação, atraindo vastas áreas rurais para a esfera de influência das cidades – ia acarretar um desequilíbrio social, cujos efeitos permanecem vivos ainda hoje.

Narra, um a um, tudo quanto se sabe dos padecimentos do Senhor, e prossegue o mesmo silêncio, a mesma suspensão entre os ouvintes. Nisto corre-se a cortina, aparece a imagem do Ecce Homo, e eis que todos subitamente se prostram, todos entram a bater nos peitos, eis as lágrimas, eis os gritos, eis os alaridos, eis as bofetadas.”

Nota: A frase latina Ecce Homo - que significa eis o homem - teria sido proferida por Pilatos, ao apresentar Jesus Cristo coroado de espinhos ao povo.

Dicas para as redações


Compilei mais algumas dicas postadas no correioweb:


- A banca é muito conservadora! Muito cuidado com a gramática (use sempre a gramática clássica, nada de 'modernismos'), coesão e estilo.

- Não exista uma resposta "correta", única; assim, desde que não se fuja do tema, preocupe-se com a estrutura!

- Adjunto adverbial deslocado exige vírgula. A regra geral é a seguinte: Tudo que for optativo na gramatica convencional, é obrigatorio na redacao.

- Não faça parágrafos curtos, para não parecer 'soluços'.

- Nome de movimentos historicos, literarios, etc sao sempre em letra maiúscula.

- Títulos de obras sempre sublinhados. Título de artigos, contos, etc entre aspas.

- Formal, sempre. Sem coloquialismos de qualquer espécie.

- Colocaçao pronominal é fundamental. A regra é a ênclise!!

- Nunca use mesóclise! Mude o tempo verbal se for preciso... O uso de mesóclise é considerado arcaico, pedante.

- Para as interpretações de texto escreva 2 ou 3 parágrafos. Cite o autor e a obra interpretada, de preferência no início da resposta.
